Good advice! While those are good questions to ask, and references are a must, I felt I had to point out that a resume doesn’t offer proof of education. If you have a brand new person with no references, you might want to ask for a transcript, or ask them some questions on the subject.
That’s one reason I like organizations like College Tutors (http://www.collegetutors.com/tutor/). There might be others — I just don’t know of any. But having a tutor from an organization that vets them for you first gives you peace of mind. And, from the tutor’s point of view, they don’t have so much trouble finding that first student.

It is important to check out the organization as well to see what requirements they have for their tutors. Some require very little and some require much more. Asking for recommendations from teachers or other parents is an additional option that can lead to finding a great tutor.
